All are included within Oregon Islands National Wildlife Refuge, and all provide essential breeding and resting habitat for seabirds and marine mammals. For surfers, the perfect wave might last an average of only ten seconds. As the waves roll in around Haystack Rock, they form some of the most unique curls along the Pacific Ocean.
